Non-civil service police departments are often referred to as “chief’s” departments.
The New Jersey Civil Service Commission (NJCSC) held an additional exam announcement for State Correction Officer Recruit (SCOR) for the Summer of 2017. The SCOR Exam was administered on Saturday, August 5, 2017. This was in addition to the exam cycle completed in the Fall of 2016. Civil Service law enforcement and correction officer testing is extremely competitive in New Jersey. The additional announcement provided a golden opportunity for those who missed the 2016 cycle to become eligible for the New Jersey State Correction Officer Recruit position. Due to the high level of need to fill vacancies, the state stayed ahead of the need by taking action to ensure there are an ample number of candidates on the list(s) from which to hire. CCS Test Prep® prepared candidates to achieve high scores on the State Correction Officer Recruit (SCOR) Exam. The results from the 2017 SCOR Exam cycle were received by candidates on Friday, September 29, 2017 via mail.
Aside from the State Correction Officer Recruit title, the NJCSC only offers the open competitive tests known as the Law Enforcement Examination (LEE) every two to three years. The most recent LEE exam cycle concluded in the Fall of 2016. The long time period between exam administrations contributes to the necessity of properly preparing for such a limited opportunity to achieve a top score. Proper preparation can provide a candidate with a very high score and a career in law enforcement, while failing to properly prepare can effectively shut a candidate out for several years.

The specific prep classes for the 2019 LEE will not be scheduled until the application period is announced by the State of New Jersey.
The New Jersey Civil Service Commission (NJCSC) has now committed to not announcing the next LEE testing cycle until 2019. The process of holding a LEE testing cycle requires a considerable amount of advanced planning, as dozens of facilities must be reserved with numerous test dates and times at each location. The progress of this planning will be continuously monitored into 2019 to identify the actual testing dates to inform candidates as soon as information is available.
The LEE includes varied law enforcement titles, and the actual exam is often used simultaneously to account for the New Jersey Parole Officer Recruit and State Correction Officer Recruit titles as well. Everyone is anxiously awaiting the decision as to when the exam will actually be administered.
The most recent administration of the New Jersey Entry Level Law Enforcement Examination (LEE) was scheduled for testing dates from October 22nd through December 17th, 2016. The results from the 2016 LEE cycle were released to candidates on March 22, 2017. The State of New Jersey continues to utilize EB Jacobs as the vendor to write and administer the LEE and the SCOR exam. The specific exam utilized is the Law Enforcement Aptitude Battery (LEAB) which is a multi-factor psychometric test that has proven to be the most comprehensive, valid, and reliable entry-level law enforcement exam available nationally. This is the exact exam which served as basis of much of Dr. Paprota’s research. In 2016, New Jersey candidates were administered a new and expanded exam. The new exam had additional dimensions and scales not utilized in the past. Proper, on point, preparation is more important than ever in the very competitive process.
Dr. Paprota has since trained candidates all around the country for this specific type of exam, including but not limited to the following: New York State Police; Norfolk, Virginia; Pennsylvania State Police; Delaware State Police; and the Massachusetts State Police and state-wide testing pool. In-class exams are formally scored utilizing sophisticated Scantron scoring equipment and a proprietary software-based scoring system developed by Dr. Paprota. This allows for the production of an individualized scoring report for each student. CCS students receive an individualized scoring report for both a Preliminary Diagnostic Examination administered at the beginning of the program as well as for the formal, Final Examination administered at the conclusion of the program. Dr. David A. Paprota began his law enforcement career in 1989 working as a special officer with the Beach Haven Police Department. He attended the Ocean County Police Academy, Class #54, in 1990 where he graduated #1 overall in his class. He joined the Tinton Falls Police Department in 1991 after finishing #1 on both the written and the physical open-competitive examinations. He transferred to the Lacey Township Police Department in 1992.
Dr. Paprota was promoted to Sergeant in 1998 after achieving the highest exam score in the State of New Jersey. He was then promoted to Lieutenant in 2001 after again achieving the highest exam score in the State of New Jersey. Likewise, after achieving the highest exam score in the State of New Jersey, he was promoted to the rank of Captain in 2005. Dr. Paprota was ultimately promoted to the rank of Chief of Police in March of 2013.
Chief Paprota earned a Doctoral Degree, Ed.D., from Seton Hall University in 2012, a post-graduate Educational Specialist Degree, Ed.S., from Seton Hall University in 2008, a Master of Arts Degree, M.A., in Supervision and Administration from Seton Hall University in 1999, and a Bachelor of Science Degree in Criminal Justice in 1996. Dr. Paprota is a graduate of the West Point Command and Leadership Program; he is a Certified Public Manager (CPM) through Fairleigh Dickinson University; and a member of Mensa as well as the National Honor Society. He is a published author and has produced a number of police training manuals.
Dr. Paprota has distinguished himself in the world of testing throughout the years by not only achieving the highest examination scores within his department on his promotional examinations, but he further distinguished himself in achieving the highest examination scores throughout the State of New Jersey for each of his promotional examinations. Furthermore, Dr. Paprota has conducted focused job-task-analyses as well as authored and administered promotional examination processes for multiple, non-civil service, municipal police departments. Assessment of law enforcement personnel through written and oral testing has been a passion of Dr. Paprota’s for over 25 years.
In 2000 through 2012, Dr. Paprota served as the vice-president and co-owner of the largest and most successful law enforcement training company in the State of New Jersey. With over 25 years of training experience, after training over 17,000 candidates, Dr. Paprota has decided to focus exclusively on entry-level law enforcement training with the formation of Critical Concepts & Strategies (CCS Test Prep®).
